Taxing recreational drugs, soda, and chips at graduating rates!

In order to discourage the use of products and services that may have a societal cost (i.e., cigarettes), the government may add an additional excise tax on top of the standard tax.
That extra revenue must be directed towards programs that regulate the quality of the product/service, create education to reduce consumption, and provide services for people when that consumption does harm to them. We need to remove the mathematical model of only taxing enough to fill general coffers without reducing consumption.
Yes, this means we should end the war on drugs and instead regulate and tax recreational drugs just as we would any other product.
